This is a very comprehensive introduction to design principles for web sites, covering basic design, grids, tables, typography, optimising graphics, and the use of multimedia.

Web Developer's Virtual Library
Check their Design section for tips on site navigation, the use of space saving pop-up and drop-down menus, and internal search engines. A large authoring section covers all the current site enhancement options - XML, CSS, CGI, Javascript, Perl and more.

Usable Web
True to its mission, this site presents an annotated guide to other sites which cover web page design issues like user interfaces, writing styles, linking and advertising - all using the simplest page design possible.

Design for Designers
This could hardly be more of a contrast in web page design style with the previous three sites - clever use of layout, fonts, graphics and colours make the page look more like a printed magazine than a web site. So who said dark backgrounds and coloured text were old fashioned? Analysis covers case histories, typography, graphics and browser limitations. Notice the the whole opening page is all above the fold.

Web pages that Suck
Learn web page design by looking at what not to do. Most of the many examples of poor page design show how easy it is to needlessly confuse or irritate your visitors, and I especially liked the "Too much text" example, which is probably the most difficult mistake to avoid.
